Hoarding is an unselfish act. In crisis that food shortage is a main problem, hoarders should be punished and jailed.

They seem to be taking advantage of the situation. How can they live a pleasant life if they are not showing concern for others who are experiencing hunger and starvation?

This is a good move of President Arroyo.
